The Meeting of the Parish Council was held on Wednesday 19th December 2007 at 7.30 pm in the Village Hall Annexe, Cottingham.
Present: Cllrs Phillipson (Chair), Dickens, Alvey, Ainge, Claypole, Cole and Mrs Medwell (Parish Clerk)
1. Apologies for Absence: Cllrs Robertson and
2. Declaration of Interest: Cllr Phillipson declared a non-prejudicial interest as a Trustee of the Cottingham and Middleton Village Hall Trust.
3. Minutes of 21st November 2007:
Item 7 Should read fixed traffic calming measures (chicane) not cameras.
The minutes were then approved and signed.

4. Matters
Arising:
Dog Fouling Bins Correspondence received from Ms Preston
detailing CBC priority for providing bins based on the degree of the fouling
problem. The Council felt the village fell into this category and agreed to write to Mr Smith
(Environmental Quality) (action JM).
Grass Cutting The wild flower area at the top of The Hill needs its annual cut, it was acknowledged that the later onset of cold weather made it difficult to time the last grass-cut.
5. Meeting Open for Public Participation:
(Meeting closed to the public).
6. Village Hall Project:
Cllr Phillipson reported that CBC had not as yet received the transfer documents from Miller Homes, and that Corby Borough Rural Pride Officer had chased this matter and she believed the documentation would be completed in January. He was also pleased to report that the Environmental Charity WREN has released a new funding programme for community projects, but it was vital to secure the building land for the proposed new hall before making any funding applications.
7. Traffic Calming:
Cllr Phillipson informed the Council that as a result of
Middleton placing the matter on the Rural Area Forum Agenda, County Cllr
Attention was drawn to the speed that some buses drove through the village. The Council agreed to send a letter to the bus companies serving the village (action JM).
8. Clerks Salary Review:
The Council approved and the clerk agreed to a 5% inflationary increase in the clerks salary from April 2008.

11. Complaints Procedure:
The Council discussed Data Protection. It was agreed to register as a data controller under the act. The council discussed Freedom of Information and the core classes of information they would commit to providing people on request. It was agreed to apply for the Freedom of Information Act 2000 Model Scheme for Local Councils.
12. VHMC (School Annexe):
The Council discussed
the request for a donation from the VHMC. The parish council VHMC representative
reported a legal dispute with a building company. The Council agreed that until
the VHMC is clear what the potential liability is from this legal suit they
feel unable to commit parish funds at this stage.
