The Meeting of the Parish Council was held on Wednesday 16th January 2008 at 7.30 pm in the Village Hall Annexe, Cottingham.
Present: Cllrs Phillipson (Chair), Dickens, Alvey, Ainge, Claypole, Robertson and Mrs Medwell (Parish Clerk)
1. Apologies for Absence: Cllr Cole
2. Declaration of Interest: Cllr Phillipson declared a non-prejudicial interest the Middleton Village Hall Project.
3. Minutes of 19th December 2007:
The minutes were duly approved and signed.

4. Matters
Arising:
The Clerk reported that the asset register is not covered under current insurance policy and has written to Allianz Cornhill requesting a quote to insure these items at replacement value.
Cllr Dickens met John Marlow from John OConner to review grass cutting along Camsdale Walk and the wild flower area. Clerk to distribute current grass cutting map to John Marlow and all Cllrs (action JM).
Following a letter from the council to a local bus company, it was noted that the buses were now driving more considerately through the village. It was agreed to monitor the situation.
5. Meeting Open for Public Participation:
(Meeting closed to the public).
6. Village Hall Project:
Cllr Phillipson informed the Council that he had written to Ms Preston (CBC Rural Pride Officer) requesting information on the position regarding transfer of the land from Miller Homes to Corby Borough Council and insisting that there be a completion date of 28/02/2008. Cllr Phillipson also requested that the Council ask a solicitor to commence work with CBC on the lease of the land, this was agreed.
7. Traffic Calming:
Cllr Phillipson reminded the Council that the funding of the speed camera was on the agenda at the Rural Area Forum meeting the following night.
Cllr Ainge requested that the Council receive speed data collected by the Traffic Data Box placed in the village during the summer (action DP).
8. Budget 2008/09:
The Council discussed the budgeted figures for 2008/09 and agreed a figure of £6,464 less a Concurrent Expenditure Grant of £2,304 giving a precept figure of £4,160 (9.4% down on last year).

9. Parish Plan:
Cllr Phillipson
commented that Northants ACRE and other agencies were checking the progress of
Parish Plans. It was noted that much of action plan was held up due to funding
limitations.
The Council agreed to invite the new CBC Heritage
Worker to the next meeting to discuss setting up a heritage group within the
parish. (action JM).
10. Fly Tipping:
Cllr Phillipson circulated
information and highlighted the fact that fly tipping was a crime and should be
reported officially as so, receiving a crime number.
11. Freedom of Information Act:
It was agreed to formally adopt the Model Code of Conduct at the next meeting.

13. VHMC:
It was noted that the
Council had not received a formal response to their letter regarding the VHMC
(School Annexe) potential liability from legal suit.

Business:
Cllr Robertson raised the issue of damage to kerb stones on School Hill by the refuse collection lorries and agreed to take some photos to send to Highways (action JR).
The Council discussed having a clear reporting system for reporting faulty lights.
