The Meeting of the Parish Council was held on Wednesda= y 18th July 2008 at 7.30 pm in the Village Hall Annexe, Cottingham.

 

Present: =   Cllrs Phillipson (Chair), Ainge, Alvey, Claypole, Cole and Dickens, Mrs Medwell (Parish Clerk) and three members of= the public.

1.  Apologies for Absence:     Cllr Robertson

2.  Declaration of Interest:      Cllr Philli= pson declared a non-prejudicial interest in the Middleton Village Hall project.<= span style=3D'mso-tab-count:1'>              &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;           &nbs= p;            &= nbsp;            


3. Minutes: The minutes of 18th June= 2008 were duly approved and signed.

4.  Ma= tters Arising:

Bus Shelter – Clerk to arrange clearing.

Western Urban Extension – The Chair requested that the Council give some though= t to this potential development which would have huge implications on local infrastructure so as to put together a formal response for the record. He suggested that this development be publicised within the village.


5. Meeting Open for Public Participation:

The issue of responsibility for the culvert and landsc= aping around the obelisk was raised. Cllr Phillipson said that the ownership of t= he land was in the process of being transferred and once adopted, the parish w= ould take responsibility for the upkeep of the aforementioned. The possibility o= f a petition to fill in the culvert was discussed.

Attention was drawn again to the number of Estate Agen= ts boards at the entrance to = Glover Court as well as on the properties for sale. It was felt these were unnecessary and unsightly and should be removed. It was agreed to write to = local estate agents asking them to cease the practice. Action JM

6. Village Hall Project:

Cllr Phillipson informed the Council that architects were still working on initial plan and location.


7. Highways:

Jurassic Way = Footpath – Cllr Phillipson reported that the County Council has passed on the responsibility for clearing the overgrown trees and bushes to the landowner= s.

School Hill F= ootpath – Unsatisfactory reinstatement carried out this week, letter to May <= span class=3DSpellE>Guerney (acti= on JM).

Water Leak, <= st1:Street w:st=3D"on">Main Street= Anglian Water had been out to repair.


8. Village Matters:

Cottingham and Middleton Youth Club – Cllr Phillipson detailed its function and commended those = that had worked hard in setting it up. Cllr Phillipson requested that the Council consider donating the possible £1,000 from Cllr Heggs ‘Safer Communities’ Fund. The Council agreed.

Dog Bins = – The Clerk reported that the sites had been agreed, the bins purchased and were waiting to be fitted by Corby Borough. Cllr Claypol= e suggested her husband may do this free of charge (action GC).


 

9. Planning:

08/00327/DPA<= span style=3D'mso-spacerun:yes'>    1 Lightfoot Lane    New Dormer Window and Stairca= se    The Council had no com= ment to make on this application.

 

08/00160/DPA<= span style=3D'mso-spacerun:yes'>     14 Glover Court     First Floor Extension    It was noted that Planning Permission had been granted by Corby Borough.

 

Ashley Road  unauthorized development   The Council expressed great concern over this serious= breach of planning laws and believed that Corby Borough should have responded by seeking an injunction to clear the site. It was agreed  to write to Corby Borough wi= th a copy to Phil Hope MP  Action DP


10. VHMC:

The Council agreed in principle to consider applications for funding, on condit= ion these are for clearly identified items or activities. The Chair suggested t= hat the VHMC treasurer come to the next meeting to present the accounts. Cllr Claypole to pursue (action GC).=


11. Finance:
